Ichikawa is a town located in the Chiba-Prefecture. Around 470’000*¹ people are living in Ichikawa, at which the number of inhabitants is fluctuating with 100’000 between daily- and nighttime. The cause is that this town was planned as a residential-town (?when exactly?) for Tokyo. The topography is very flat and wide contrary to the west of Tokyo. And the planning has to seek to a family friendly city-planning.

Historic, the place of Ichikawa was agricultural area. Fields and woods. Agriculture and fishing. After the economic-boom, at beginning of 20^th century, the pression on residential market increased. The fields had to make place for mansions and other building, many farmer became rich by selling her land. This situation built the cityscape that you can still discover old traditional farmer houses beside the mansions.

I had to introduce myself, even by the Mayor, Mr. Chiba.

During the visits and a short trip around Ichikawa-city, I had some interesting discussion about “Identity”. My new colleagues wanted to know, what the meaning for me about this theme is. And the second time in two days, I heard the term “scrap and build”.

Firstly I was shocked! “Scrap and build”, I could not imagine that this can exist. The meaning is destroying whole quarters to make place for new quarters. It is a totally place-identity-change.

An example is near the train-station of Ichikawa-city. Two big towers are still under construction. Before the realization made a whole quarter place for these new buildings.

In Japan exists a special law for the theme “Scrap and build”. I will learn more about this theme in my actually internship.

Of course I know an explanation for this praxis in Japan. This explanation is to find in the culture and history of Japan. Also in the topography of Japan, the reason for the shortage of place.

For example the shinto-shrine “Jingû” in Ise. Built 2000 years ago, it should have got the same face since at that time! The cause is that the shrines are rebuilt periodically.

The European buildings are built for long time. The Japanese buildings are built with not so “decomposition-resistant-materials”. The most popular material is wood. The Japanese build after 20 to 30 years a new building. We have also to consider, that Japan the land of earthquakes and tsunamis is. So I think that destroy and rebuild is natural in Japan.

About shortage of place: Japan is as big as Germany. But Japan has 50% more inhabitants. And 80% of Japan is highlands. So the aggregation is extremely high. The building land is expansive. The Japanese must build tall.

Einleitung

Dieses Schreiben ist eine Annäherung, wie das von mir in Japan zu erarbeitende Produkt aussehen könnte.

Problemstellung

Die heutige Zeit ist geprägt von der Globalisierung. Ursache der Globalisierung sind die Kommunikationsmittel, welche stetig an Effizienz zunehmen. (Internationale Medien und Datenströme).

Ich behaupte, die Globalisierung bringt mit Sicherheit positive Aspekte. Um ein Beispiel genannt zu haben, Kulturen haben bessere Möglichkeiten, voneinander zu lernen.

Naturgemäss treten bei einer Veränderung auch negative Aspekte auf. Die Kulturen werden zu einer Weltkultur umgeformt. Im Städtebau denke ich an die sogenannte internationale Architektur.

Selbstverständlich sind alle Aspekte negativ oder positiv je nach Betrachtungsstandpunkt. Auch sind keine Aspekte Schwarz oder Weiss, sonder Grautöne.

Identität gibt es nur, wenn es Unterschiede gibt. Ohne Unterschiede gibt es keine Spannung und damit keinen Reiz.

Aus Sicht des Marketings muss ich mich von den anderen absondern. Angleichen wäre widersprüchlich. Diese Überlegung zeigt bereits, dass die Erhaltung oder gar Förderung von Identität auch wirtschaftlich ist.

Wahrung und Förderung von Identität heisst keinesfalls, alle Bauten zu konservieren oder zu rekonstruieren.

Vorgehensweise

Primär geht es darum, mit eigenen Augen die Situation in Tokyo zu beobachten. Mit Bewohnern zu sprechen.

Vielleicht haben die Menschen in Tokyo das Gefühl, dass ihre Identität verloren geht. Vielleicht werde ich auch herausfinden, dass genau das Gegenteil der Fall ist. Vielleicht kann dann die Schweiz von Japan lernen.

Wichtig sind Interviews mit spezialisierten Personen aus dem Themenbereich.

Meine Beobachtungen und Interpretationen werde ich auf einem Blog dokumentieren. Durch das Entstehen von Diskussionen erhoffe ich mir qualitativ hochstehende Aussagen. Die Blogadresse wird auf meiner Visitenkarten ersichtlich sein, so dass deren Aushändigung gleichzeitig zur Mitdiskussion einlädt.

Die beiden Praktika ermöglichen mir einen wichtigen Einblick in eine öffentliche sowie eine private Institution, welche sich in unserem Themenfeld bewegen.

Situationsbeschrieb

Im Frühlingssemester 2008 erhalte ich die Gelegenheit, als Austauschstudent der Chiba University, in die Grossagglomeration Tokyo zu reisen.

Vor Ort werde ich mich mit dem oben genannten Thema befassen. Auftraggeber dieser Studie ist die Firma Mitsui Fudosan, eine Real Estate Company mit Sitz im Zentrum Tokyos.

Es handelt sich um ein aktuelles Thema im japanischen Städtebaumanagement, welches für die Firma Mitsui Fudosan von grossem Interesse ist.

Um einen guten Blick in diese Materie und die japanische Arbeitskultur zu erhalten, werde ich ein Praktikum beim „Department of city planning of Ichikawa city“ machen. (Dauer und Zeitpunkt noch offen!)

Noch in Abklärung ist ein Praktikum bei „Mitsui Fudosan“.

Ein weiteres Angebot ist die Mitarbeit an der Organisation für das Symposium „Nachhaltiges Entwicklungsmanagement städtebaulicher Erneuerungsprojekte im Vergleich Schweiz/Japan“.

Weitere Angebote, die sich ergeben könnten, werde ich gerne annehmen.

Methoden / Vorgehensweisen

Generell Einsatz der Prozesswand und dem Prozessnavigator

1. Phase à „ascertainment of need“ beinhaltet: Themadiskussion mit Isami Kinoshita, kennenlernen der Chiba Universität.

Themendiskussion und kennen lernen der Firma Mitsui Fudosan mit Hironori Yamauchi.

Nach Review 1 ist das Problem, resp. Bedürfnis definiert, so dass in der 2.Phase zielgerichtet für das Thema gesammelt werden kann.

2. Phase à „collecting“ beinhaltet: Daten sammeln und interpretieren. Gespräche und Praktika.

Praktikum bei „Department of city planning of Ichikawa city“. Praktikum bei Mitsui Fudosan.

Nach Review 2 ist die Studie substanziell vollständig, so dass sie in der letzten Phase publikationsfähig gemacht werden kann.

3. Phase à „acquisition / summary“ beinhaltet: Zusammenstellung und abschliessende Interpretation der gesammelten Daten und Erkenntnissen.

Die dritte Phase wird durch einen Diskurs bei der Chiba Universität abgeschlossen & Mitsui Fudosan überreicht. In der Schweiz folgt dann das Schlussreview.

Anmerkung

Der gesamte Prozess des Aufenthaltes, der Studie und die Praktika, ist als dynamisch zu betrachten. Es kann vorgängig nur abstrakt geplant und entsprechend umgesetzt werden, ich werde mich immer der jeweiligen Situation anpassen müssen.
